Spyros N. Kioulanis was born in Athens where he completed his secondary education studies. After that he studied at the Department of Theology of the Theological School of the Aristotle University of Thessaloniki. He holds a postgraduate degree at the Hellenic Open University (M.Ed) on the Postgraduate Studies Program "Studies in Education", a second postgraduate degree from the Democritus University of Thrace (M.Sc) with specialization in Environmental Policy and a third postgraduate degree at the University of East London (MBA) in International Business. He holds a Ph.D. degree of the Aristotle University of Thessaloniki in the field of Pedagogy, with subject the distance education and training of teachers. He also holds a post-doctoral degree in the field of adult education and that of interaction in online adult learning environments.
From 2009 up to present he has been teaching as a Professor-Advisor (SEP) at the Hellenic Open University in the Postgraduate Programs: "Studies in Education" (Thematic Unit: Open and Distance Education) and "Adult Education" (Thematic Unit: "Design, Management, Evaluation of Adult Education Programs" At the same time, he collaborates as an Associate Teaching Staff with TEI of Eastern Macedonia and Thrace, the University of Macedonia (MMA), the Higher School of Pedagogical and Technological Education (ASPAITE), the Democritus University of Thrace and the Pedagogical Department of Primary Education of the University of Crete.
He is a writer of scientific and literary books and author of educational material for the Ministry of Education and the Institute for Educational Policy. He has participated as a rapporteur at international conferences and workshops with original announcements and has published numerous articles in scientific journals in the press and on the Internet. He is a certified trainer of the University Teaching Staff of the Hellenic Open University in Lifelong Learning, Adult Education and Distance Education and holds a certificate of administrative proficiency from the Ministry of Education and Religious Affairs.
From 2005 to 2008, she was a Regional Adult Lifelong Learning Advisor for Eastern Macedonia and Thrace, aiming at supporting adult educators of all lifelong learning structures (Second Chance Schools, Adult Education Centers, Parents Schools, New Technologies Learning Program, , Prefectural Committees of Popular Education (NELE), and was responsible for the operation and support of GGDB autonomous programs with a population targeting the socially vulnerable groups of the Eastern Region ("Education and Counseling Support for the Families of Gypsies, Muslims, Resetters and Immigrants", "Hellenic Learning in Immigrants", "Education of Farmers (Hesiod)". During the 2012-2013 period he was responsible for monitoring the work of Second Chance Schools in the Regions of Eastern Macedonia and Thrace and the Ionian Islands, on the administrative and pedagogical support of Southeastern Europe of Thrace and the Ionian Islands for Adult Education and the writing of supporting educational material. From 2010 until today he is the Director of Education for two terms (2010-2015 and 2015-2018) of the Directorate for Secondary Education of the Regional Unity of Drama.
